SAN FRANCISCO—On July 20, new data collected by Forbes auditor, Open the Books, was released indicating that the city of San Francisco spent $12.4 million between 2015-2020 for the protection of Mayor London Breed while cutting the police budget. The spending on her security detail over the past 5 years included: $1.7 million in 2015, $417,489 in 2016, $2.5 million in 2017, $2.7 million in 2018, $2.5 million in 2019, and $2.6 million in 2020.
Mayor Breed and the San Francisco Board of Supervisors approved and announced their plans to spend the $13.6 budget in September 2020 with a 10-1 vote.
Supervisor Dean Preston announced a $48 million package to support tenants who may lose their rental homes due to a lack of funds. An additional $32 million has been allocated for rental assistance for tenants owing back rent, and $16 million is earmarked for the tenant’s right to counsel.
An excerpt from Mayor Breeds’ website reveals her “vision to fundamentally change the nature of policing in San Francisco” and “her priorities to achieve this vision are ending the use of police in response to non-criminal activity, addressing police bias and strengthening accountability, demilitarizing the police, and promoting economic justice.”

In a March 16 press release, Mayor Breed announced the “Dream Keeper Initiative,” and on March 25, the Mayor and San Francisco officials promised to take $120 million from the police department over two years and reallocate the money to health, welfare, and workforce training within San Francisco’s black communities.
The Defund SFPD website reads, “The origins of American policing can be traced back to slave patrols. We demand abolition, of the entire prison industrial complex. We must reallocate SFPD’s budget toward the services and interventions that we know keep us safe.”
Defund the SFPD claims 36 line-item cuts would save $295.2 million. Immediate cuts included: Student Recourse Officers, the elimination of District Housing Officers, plainclothes and homeless units, Healthy Streets Operations Center Officers, Gang Unit, Narcotics Unit, and the elimination of Sex Abatements Unit.

“Because San Francisco’s non-Hispanic, whites make up less than half its total population, San Francisco is now a minority-majority city.” The most common Hispanic groups include Mexicans (7.4 percent) Salvadoran (2 percent) Nicaraguan (0.9 percent) Guatemalan (0.8 percent).
According to World Population Review, the number of African Americans residing in the city dropped over the past few decades from 13.4 percent in 1970, to 6.1 percent today.
On July 12, San Francisco Police Chief Bill Scott along with San Francisco Mayor London Breed gave their first Compstat press conference.
Chief Scott discussed the crimes that have occurred in San Francisco during the city’s most recent upsurge in crime.

“There’s no statistic for brazenness. What we see in some of these videos of brazen, heinous crimes, there’s no statistic for what that does to outlook and how we perceive what’s happening to our city,” said Scott.
Scott reported a 90 percent clearance rate in homicide cases in 2021, noting the fact that homicides remain low, despite the uptick in crime in 2020 in comparison to 2019’s historically low crime rate.
