WASHINGTON DC—On June 2, California Rep. Maxine Waters (D-43rd District), Citizens for Maxine Waters Campaign was fined $68,000 by the Federal Election Commission for violating campaign finance laws.

According to reports, Citizens for Maxine Waters campaign and David Gould in his official capacity, underreported received and disbursed donations during the 2019-2020 election year. The campaign lacked the receipts for the accepted donations and underreported disbursement made that were over $100.

The campaign agreed to to the terms of the lawsuit to avoid a court battle. The campaign manager must also complete a required election finance course for the person managing the campaign funds. Reports indicate that person would be, David Gould.

Maxine Waters campaign has been under scrutiny for years. Multiple reports alleged that campaign funds were disbursed to the daughter of Maxine Waters in increments over $100 totaling upwards of $100,000 per year for 10 years.

In a 2021, Judicial Watch Report, the headlines read; “Hold Maxine Waters Accountable.” In this case it was not over the violation of campaign finance laws, but for reportedly inciting violence and for intimidating cabinet members.

The time period was following the May 25, 2020, death of George Floyd. In her following remarks, which she publicly shouted, Waters reportedly encouraged her followers, and other members of the Democratic party to fight.

“If you see anybody from that Cabinet in a restaurant, in a department store, at a gasoline station, you get out and you create a crowd and you push back on them! And you tell them that they are not welcome, anymore, anywhere.”

The average age of the 118th Congress is 57.9 years of age. At 86 years of age, Rep. Waters is ranked 9th in Democratic seniority. seniority table released in May 2025 may be found below.
