SAN FRANCISCO—The San Francisco Police Department has arrested Jeffrey Bugai, 35, of San Francisco for kidnapping with the intent to commit sexual assaults while impersonating a police officer. Bugai was arrested on July 10 thanks to a warrant from the District Attorney’s office.

The suspect targeted Central American immigrants who were recently arriving in the country and who spoke limited English. He made his victims believe he was a police officer and would take them to his home where he would administer intoxicants, coerce them, and/or force them into performing sexual acts.

According to the SFPD, Bugai would place handcuffs on some of his victims and warned them they would be deported if they contacted police regarding his actions.

SFPD investigators are asking anyone who has been victimized by Bugai and not reported the incident to police to contact SFPD at 415-553-0123. Bugai has known to frequent Mission & Ingleside District in San Francisco, Hayward, and Oakland areas.
