PORTLAND, OR—On July 25, Tyrell Penney, 27, was shot and killed outside of a club in the 15800 block of Southeast Division Street. A second victim was shot and is still recovering as of Wednesday, August 23. Portland Police Bureau Homicide Division detectives and officers from East Precinct were able to identify the suspect as Thomas E. Cooper, 32.

Detective William Winters said in an email written at 12:40 p.m. on August 24, “I am not able to pass that information along” in response to details on how authorities tracked down Cooper.

Portland Police Bureau (PPB) homicide detectives obtained an arrest warrant for Cooper for Murder in the Second Degree. On August 22, the U.S. Marshal’s Fugitive Taskforce was able to locate Cooper in the city of Bend, Oregon, which is a 163 mile drive away from Portland.

Authorities from Bend and Central Oregon’s SWAT Team swept into a northwest  neighborhood on August 22, and arrested Penney.

According to the Portland Police Bureau Monthly Neighborhood Offense Statistics, there have been 41 homicides from July 2019 to July 2020.
